While the IAEA safety standards may serve as a reference for the national regulatory framework for LTO, the following non-IAEA LTO references are documents that gather information on LTO approaches in several countries from technical, economic, or legal points of view. These documents may serve as guidance for both national regulators and the operating organizations of the NPPs.

NEA, “Long-Term Operation of Nuclear Power Plants and Decarbonisation Strategies”, 2021[edit]

This document presents an analysis of both external and internal factors influencing the decision-making process for the LTO of NPPs. The external study encompasses policy considerations, regulatory compliance, and legal implications. The chapter concerning the internal analysis, focuses on the technical aspects of the LTO together with the operational and human elements. Furthermore, this document explores the economic aspects associated with facilitating LTO, and it also addresses the decarbonization impact resulting from the implementation of LTO.

NEA, “Legal Frameworks for Long-Term Operation of Nuclear Power Reactors”, 2019[edit]

The primary focus of the report is to provide insights into the diverse legal frameworks, laws, regulations, and policies influencing countries' approaches to LTO. Drawing information from more than 20 Nuclear Energy Agency (NEA) member and non-member countries, the report aims to highlight both shared characteristics and variations in LTO approaches. By doing so, it serves as a source for facilitating future exchanges and discussions on the legal aspects of LTO. The document emphasizes that while the decision to pursue LTO is a matter of national policy, enhancing collective knowledge in this area is essential for informed decision-making. Overall, it contributes to a broader understanding of the legal and regulatory approach to LTO on a global scale supported by 25 country reports on LTO.

WENRA gathers national nuclear regulators from the European Union, Switzerland, and United Kingdom with the aim to develop a common approach to nuclear safety. Within WENRA, there is a Reactor Harmonization Working Group (RHWG) that in 2011 published a pilot study of the LTO practices in WENRA countries. This document provides conclusions on the practices of LTO in WENRA countries together with a description of the role of PSR for LTO.

ENSREG, “1st Topical Peer Review Report, ‘Ageing Management’”, 2018[edit]

ENSREG is an organization that proposed to its European members several actions to enhance safety of European NPPs. One of the actions is the Topical Peer Review (TPR) on different topics. The first investigated topic was Aging Management of NPPs in operation, under construction and research reactors (RRs) with thermal power of 1MWth or above.

Nineteen European countries participated in TPR-1 focused particularly on Overall Aging Management Programs and four thematic areas: electrical cables, concealed pipework, reactor pressure vessels or calandria, and concrete containment structures or pre-stressed concrete pressure vessels. Participants made their own self-assessments and regulatory bodies then prepared their respective National Assessment Reports. The most relevant information from TPR-1 was summarized and conclusions were presented in the referenced document.
